Overview

Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division, or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll. Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.

Under general direction, the incumbent will support recruitment and selection strategy efforts across NDOC. They will review and advise on classification and compensation issues, federal and state regulations, policies, and procedures. Additionally, they will provide consultation to all levels of management and employees, serving as a generalist in support of diverse human resources issues, employee relations, grievance resolution, corrective and disciplinary actions.

Incumbent will be responsible to ensure vacancies for all assigned classifications are monitored and recruitment process complies with Nevada Revised Statutes (NRS), Nevada Administrative Codes (NAC), and departmental policies and practices; develop recruitment plans sufficient to staff correctional institutions, including the creation and implementation of outreach recruitment strategies; open and manage recruitment through the State's NVAPPS process; evaluate applications for minimum qualifications and completeness; review, research, process and log requests for salary adjustments, accelerated rates of hire, and comparable and provisional appointments.

Responsibilities may include supervision of Technician staff and other related division work as required. Education & Experience

(Minimum Qualifications)

Graduation from an accredited college or university with a bachelor's degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.

Entry Level Knowledge, SKills and Abilities

(Required at Time of Application)

Working knowledge of laws, regulations, rules, and policies related to personnel and payroll, functions, and operation of a personnel office.
Ability to:

  • perform technical duties in support of a personnel program;

  • research NAC, NRS and other sources, and apply rules, regulations, policies and procedures to specific problems and situations;

  • perform payroll operations if applicable to the position;

  • make eligibility determinations based on standard requirements; receive and resolve complaints from the public and/or employees;

  • coordinate a variety of projects and assignments to meet priorities and deadlines; operate a computer and software programs;

  • process technical personnel transactions accurately;

  • and all knowledge, skills and abilities required at the lower level.
